Inclusion Is an Attitude: The State Agency for Civic Education Baden-Württemberg as a Role Model for Digital Accessibility

The State Agency for Civic Education (LpB) Baden-Württemberg understands digital accessibility as an expression of participation and equality. Especially in civic education, information must be accessible to everyone. In addition to the legal requirements of the Accessible Information Technology Ordinance (BITV), conviction was the primary driving force: inclusion is a central component of democratic education.

Many publications are created in collaboration with external graphic designers, but not all of them have expertise in accessibility. Therefore, LpB decided to outsource accessible preparation to axes4. With axesService, publications are made accessible by axes4 regardless of their original layout. Even for extensive documents, this ensures fast implementation with high quality.

A key project of LpB was the Basic Rights Compendium, a teaching resource comprising several hundred pages for primary schools and special education institutions. Despite its size, it was fully implemented in an accessible format, including alternative text, logical structure, and accessible layout.
